Francisco Ruiz de Vergara studied at the University of Salamanca, where he obtained a bachelor's degree in Canons. On February 4, 1626, he entered as a collegiate in the Mayor de San Bartolomé, an institution about which he wrote a biography of its founder and a catalog of its members, later expanded by the Marquis of Alventos.
In Salamanca, he graduated as a licentiate in Canons on April 10, 1628 and dedicated himself to university teaching, obtaining professorships in Instituta (1632), Código (1633) and Volumen (1636-1640). However, in 1640 he left teaching after being appointed judge in the Audiencia de los Grados of Seville, a position he officially assumed on October 15 of that year. Later, he was promoted to oidor in the Audiencia y Chancillería Real de Granada on April 1, 1645.
On February 2, 1652, he was appointed fiscal of the Council of Orders and received the habit of the Order of Santiago. A year later, on March 29, 1653, he was promoted to minister in the same Council and, on January 12, 1657, he assumed the office of prosecutor of the Council of Castile. Finally, on January 7, 1659, he obtained a position in said Council and, two years later, he served as governor of the sala de alcaldes de Casa y Corte, a position he held until his death.
