The Ferrol painter César Otero was a member of La Galga, Gruporzán and Atlántica. He entered the Academy of Fine Arts in 1968. His training included several drawing and lithography courses in Madrid and Santiago de Compostela. In the seventies he had already won some prizes and at the beginning of the eighties he was known as one of the artists of the new Galician plastic arts who participated in Atlántica. His production is based on drawing, although he never abandoned painting, sculpture or engraving, conceiving his work as a personal expression of the culture to which he belongs, and focused both on the artist's freedom and the expression of a personal identity within a collective.
