Tantric Buddhist dynasty. One of the rare female deities within Tibetan Mahayana Buddhism called Shanglon of the Gelugga sect, the character below is a Ro langs.
An oddity to note is that this deity is usually depicted on the back of a mule on which she flees after killing her son who was trying to end Buddhism. In this case he rides on a person who perhaps represents that same son, since according to the legend, after killing him in an atrocious way, he used his skin as a saddle for the mount.
